City updates water rebate program, partners with Friends of the Verde for grant funding

City staff presented proposed updates to Prescott’s water conservation rebate program at the Sept. 2 subcommittee meeting, including a new online application hosted by the city, a cleanup of historical rebate data and a partnership that brings outside grant funds into the program.
Tracy (presenter name given in packet) described a redesigned prescottwater.com/rebates page and an in‑house application and administrative dashboard built with GIS tools. Tracy said the city migrated roughly 4,400 historical rebate records from a third‑party platform and is cleaning the data to create consistent savings factors for measures such as toilets, washers and turf removal.
The subcommittee heard that Friends of the Verde is offering grant funds that applicants can combine with city rebates: Tracy said, “Homeowners can get up to $5,000 per cycle from the friends. Businesses can get up to $10,000.” Staff noted there are three grant cycles (the first closed Aug. 31, the second Oct. 31 and a final cycle in March) and applicants may apply multiple times in phases for larger projects. Tracy said the city will coordinate to avoid double counting between the Friends grant awards and city rebates.
Staff also said they are updating program guidance for complex measures such as rain gardens and turf removal and intend targeted outreach to multifamily property owners, HOAs and the Chamber of Commerce. The subcommittee praised the work; staff said revised data and new savings calculations will be available for October reporting and that future reporting will better quantify annual water savings from the program.
