Council awards Pleasant Street pavement and drainage repairs contract; low bid 8.5% over estimate

Prescott City Council approved a construction contract to repair excessive settling and damaged pavement along Pleasant Street between Carlton and Aubrey. The city awarded City Contract No. 2026-070 to Asphalt Paving & Supply Inc., the apparent low bidder at $469,413.40. The city’s engineer estimated the project at $429,245.50, making the low bid roughly 8.5% higher than the engineer’s estimate.
Public Works Capital Program Manager Tim Sherwood told council the project scope includes removal and replacement of utility-trench backfill material, replacement of damaged concrete curb and gutter, asphalt pavement replacement and utility adjustments. Staff verified Asphalt Paving & Supply’s license, bonding and references and found the bid responsive and the bidder qualified for municipal work.
Councilman Moore asked who performed the original trenching work; staff said the earlier project was completed in 2015 by a company named Capital Improvements, which is no longer in business. Public Works said the trench failures are likely related to a damaged culvert (corrugated metal pipe) that allowed water to migrate into the subgrade and concentrate settlement along the utility trenches. Cameras and inspections of sewer and water mains did not show other systemic utility failures.
The motion to award the contract passed 7–0.
