The City of Prescott Council Subcommittee on Water Issues voted 3-0 on Sept. 2 to recommend that the full City Council approve water service application WSA 25‑045 for 12 temporary lodging units at the Aspire Sports property. The subcommittee approved the recommendation after a staff presentation and a brief statement from the project owner.
Brian Reese, Water Resources Manager for the City of Prescott, told the subcommittee the application assumes 0.12 acre‑feet per unit per year and a landscape demand calculated under the land development code and Arizona Department of Water Resources guidance. “The total residential demand is 1.44 acre feet,” Reese said, and when combined with landscaping the presenter listed the project total as 2.04 acre feet per year.
The applicant, Jim Thomas of Aspire Sports, described the units as short‑term lodging rather than permanent apartments: “That is not what this is, what, even close. This is a short term, I would say, you know, more like an Airbnb situation where people will come for 3 or 4 days, stay there, and enjoy everything we have to offer at Aspire,” Thomas said. He said landscaping will use synthetic turf and a few trees.
After the presentation Member [Name Redacted in transcript as “Member Gamboji”] moved to forward WSA 25‑045 to the full council and Member Freeworth seconded. Chair Goode called the voice vote; all three members present voted aye and the motion passed 3‑0.
The subcommittee record shows the water demand calculation uses the city’s water resources model and applicable land development code standards for drought‑resistant landscaping and that the applicant confirmed no previous water use must be subtracted from the total. The subcommittee did not take further action; it forwarded the application to council for final approval.
