East Dundee trustees approve fiber license, stormwater engineering, corridor study and parking design; consent agenda passes

At its Feb. 17 meeting the East Dundee Board of Trustees approved a package of resolutions covering a new fiber master license, engineering design for a stormwater detention project, a Route 72 corridor planning study and design work for Third Street and Water Street parking and green‑space improvements.
The approvals came during the board’s regular meeting after staff presentations and short discussion. Trustees voted by roll call on each resolution; the motions carried.
The board approved a master license agreement permitting MetroNet (Metro FiberNet LLC) to install fiber in the village right‑of‑way. Ben Rusick, representing MetroNet, told trustees the company generally enters new markets with competitive pricing and will build main lines through the village; household connections are installed after a resident requests service. Trustee roll call recorded “yes” votes from Trustee Mahoney, Trustee Coonsie, Trustee Britton, Trustee Saviano, Trustee Treiber and Trustee Sauter; the motion carried.
Trustees also approved a resolution authorizing the village administrator to enter an engineering agreement with Gerald L. Hines & Associates (identified in the packet as the consultant for the Longines Park stormwater detention project) so the village can complete design work. Staff told the board the project aims to divert flow from Park and Howard into an infiltration trench and to provide an overflow route that reduces flooding of adjacent yards. Fiscal support from FEMA or other state grants was discussed: staff said the village had not yet secured outside grant funding for the second phase and would reapply when programs open. Trustees approved the engineering agreement by roll call.
The board approved a planning and design agreement with Hitchcock Design Group to study improvements to Illinois Route 72 between the Fox River and Van Buren Street. The study will evaluate pedestrian and bicycle crossings (including options for a tunnel or pedestrian bridge), sight lines, signalization and other concepts and will include public outreach. Staff warned any built changes would require coordination with IDOT and Kane County; trustees authorized the consultant agreement.
Finally, the board authorized a professional services agreement with Christopher B. Burke Engineering for design work on Third Street (green space and surface options) and Water Street parking projects. Staff said the design step will allow the village to generate construction cost estimates and determine phasing so projects can align with county FabFox/riverfront work. Trustees approved that agreement as well.
The consent agenda — including approval of amended meeting minutes and several routine items — passed after one item (item d) was pulled for questions and handled separately.
Next steps: staff will complete engineering design tasks, pursue funding where available, coordinate timing with county riverfront projects and return with cost estimates and construction schedules for the board to consider.
