The Catalina Foothills Unified School District Governing Board approved revisions to policy JR and regulation JRR (student records and directory information) at the June 24 meeting to comply with new state statutory requirements.
Staff explained the revisions implement provisions of House Bill 2314 (as referenced in the meeting), updating ARS 15-102 and ARS 15-142. The revised policy requires schools to notify parents or eligible students of the categories the district designates as directory information, to provide a method by which parents or eligible students may refuse disclosure, and to define the period of time to opt out. The regulation was revised to align definitions of “eligible student” and to add a state-provided transcript release form that allows separate check boxes for transcripts to postsecondary institutions, the militia of this state or armed services of the United States.
Staff indicated the district will embed opt-in/opt-out directory information choices into the registration process and will provide alternative paper forms and follow-up at the site level for families who lack reliable electronic access. A board member moved to adopt the revisions; the motion and second were recorded and the vote carried 5-0.
Next steps: Staff will update the district’s online registration and forms library to reflect the revised directory information procedures and will post the transcript release form when provided by the Arizona Department of Education.
