Salem County outlines timeline for state development and redevelopment plan review

Salem County commissioners were briefed Friday on the county’s review process for the State Development and Redevelopment Plan, including a timeline that could lead to a final state draft in September.
A county director told the board that “the state draft was released December 6. We hired a planner in early February, and we had a public meeting February 19,” and that the county had received multiple municipal responses during the draft-review process. “These are drafts. So the status of this acceptance cross acceptance bid right now is draft,” the director said.
The briefing matters because the state plan guides municipal land-use and redevelopment decisions and requires cross-acceptance steps by counties and municipalities. The director said the county acted on behalf of several municipalities in the cross-acceptance process and described next steps: two meetings with the state in July and an expected final draft from the state in September.
County staff characterized the project as ongoing: “After the draft, the next piece will be a final a final submission. That's not the final result because the month of July, we will have public meetings again where the state will come and talk and ask to meet anyone who still got these forms,” the director said. The presentation noted that the county had hired a planner in February and had held a February public meeting that only a few municipal representatives attended.
A commissioner who spoke during the discussion asked staff to remind attendees how the county arrived at the current draft and to emphasize that the draft remains a work in progress. Commissioners had put the item on a slate of agenda resolutions; a motion to adopt a set of resolutions that included the county’s periodic revision and readoption of the State Development and Redevelopment Plan was made and seconded during the meeting. Next steps provided by staff were additional public meetings in July with state representatives and a final state draft expected in September. The county presentation noted the review remains subject to further public input and state action.
