Conroe ISD proposes ambitious five‑year HB3 goals for literacy, math and college‑career readiness

Dr. Taylor and coordinator Lauren Helford summarized the legal and technical context for HB3 reporting, noting that accountability changes and smaller group thresholds now require districts to set goals for additional subgroups. Helford said the district worked with TEA guidance and a trustee subcommittee and intends to propose the goals for board adoption on July 15.
Staff proposed progress measures linked to the goals: pre‑K phonological awareness and early math measures from the district’s Circle assessment; NWEA MAP growth (percent of students meeting projected growth) for kindergarten through third grade; and multiple CCMR indicators (TSI college readiness benchmarks, industry‑based certifications/completers and economically disadvantaged graduates meeting CCMR). Helford explained that a 50% national norm on NWEA is the baseline and the district is proposing incremental growth targets (51%–55%) to drive acceleration in K–3 achievement.
The draft targets presented include raising third‑grade reading “meets grade level” rates from a historical baseline into the high‑50s and proposing third‑grade math growth toward the mid‑60s by 2028. Staff emphasized the goals were intentionally ambitious and tied to planned curriculum, early literacy (Bluebonnet) rollout and future math resource reviews; trustees asked staff to confirm curriculum timelines and to circulate the math‑resource review materials to the full board.
Trustees also discussed the treatment of previously met goals on the district improvement plan and how the district reports FERPA‑protected subgroup data. Staff said they will supply FERPA‑compliant summary data to the full board and continue refinement ahead of the formal July adoption vote.
The board gave tentative direction to proceed with the proposed targets and progress measures and scheduled a July vote for formal adoption.
