SHAC elects Dr. Bryce Spear as parent chair; secretary position to continue

Dr. Spear was nominated from the floor by a fellow SHAC member and accepted the nomination. Ashley Heinen moved to elect Dr. Spear and Tina Araujo seconded; a roll-call vote recorded broad support and the motion passed. Multiple members noted questions about bylaws language on term limits; district staff and committee members explained the board had restored earlier bylaws and that the current bylaws on the website are the operative version until changed by the board.
Members and staff discussed officer duties. Dr. Spear summarized the chair role as organizing meetings, coordinating with staff to post agendas and materials, working with subcommittees, and preparing the SHAC'to-board presentations. District staff clarified the secretary is responsible for preparing and posting minutes. The council agreed to confirm the secretary (Ryan, previously appointed in October) will continue; members said a formal vote could be taken at a future meeting if needed.
The committee also discussed bylaws and membership limits after the board'level changes in November restored prior bylaws; staff stated the November board action temporarily allowed more than the usual membership cap so previously qualified applicants could serve this term. Members were advised the SHAC may draft bylaw changes and forward recommendations to the Board of Trustees for approval.
