Johnson County reviews one-year MOU to host Disability Access Point staff; reimbursement proposed

Dave Vancompenel of the Johnson County Attorney’s Office told supervisors on June 18 that the East Central Region’s Disability Access Point (DAP) has provided a memorandum of understanding proposing full reimbursement to the county for housing certain DAP staff.
“The new region ... the Disability Access Point ... has reached out to us, and provided us with a MOU, for funding, the county staff people or certain county staff people and housing and housing them. It's a full reimbursement, that's proposed,” Vancompenel said.
Why it matters: changes in regional organization and state law require counties to decide whether to host DAP staff and accept reimbursement. The proposed agreement would let the county recoup office and related costs while the DAP transitions after the East Central Region wind down.
Vancompenel said the proposed MOU contemplates payment for roughly 630 square feet spread over six offices; four of those offices would be used by current county employees and two by staff who would not be county employees. He told the board that, because of the time-sensitive nature of regional governance changes, the county needs to finalize any agreement by the region’s last meeting before fiscal changes take effect — the packet indicated the region’s final meeting is the June 26 deadline for the board to act.
To reduce future complications, Vancompenel said county attorneys removed automatic renewal language and proposed a one-year term that would expire June 30, 2026. Board members discussed rent rate estimates that staff derived from recent county office-space rates and stated they would put the MOU on the formal agenda for the next county meeting so the county can respond before the regional deadline.
Ending: Vancompenel said the MOU will be scheduled for formal board action at the next available formal meeting so the county can decide whether to accept the one-year, fully reimbursed arrangement and host DAP operations; no formal approval was recorded in the June 18 work session.
