The Board of Supervisors discussed a recommendation from the Johnson County Livable Community Policy Board to close the Livable Community for Successful Aging Endowment and transfer its balance to the Friends of the Iowa City Senior Center Endowment Fund held at the Community Foundation of Johnson County. Lynette (staff member) told supervisors that the Livable Community endowment has a balance of about $3,600 and does not meet the Community Foundation’s $10,000 threshold to be pooled into the foundation’s endowment investment portfolio or to generate routine distributions. The Livable Community Policy Board voted in December to transfer the funds to the Iowa City Senior Center endowment. Staff checked with the Community Foundation, which confirmed that the Senior Center fund is active, currently holds more than $1.2 million, and generated roughly $56,000 in distributions this year. Lynette said the Livable Community endowment had been opened around 2019, that the policy board no longer pursues active fundraising to avoid competing with community groups, and that an icon on the county site previously routed donors to the Community Foundation. She recommended the transfer so the funds would begin to accrue returns and be available to support programs. Supervisors asked clarifying questions about leaving a charitable listing in place; staff confirmed the original charitable listing can remain available for donors even if the underlying endowment balance transfers. The board asked staff to forward minutes to the Community Foundation and allow the foundation’s board to review the transfer request; Lynette said the County’s next steps would be to send minutes and await the foundation’s determination.
