The Johnson County Board of Supervisors on Aug. 14 approved a slate of contracts, grant-related amendments and service agreements, including amendments to American Rescue Plan Act (ARPA) subrecipient agreements for housing rehabilitation, a 28E agreement for East Central Iowa workforce services, and multiple cultural and library service agreements.
The board approved Amendment No. 2 to the ARPA subrecipient agreement with Iowa Valley Habitat for Humanity for housing rehabilitation and emergency home repair services and approved Amendment No. 3 to the ARPA subrecipient agreement with the East Central Iowa Council of Governments for similar services. Both amendments were adopted on unanimous roll calls.
Supervisors also approved a fiscal‑year 2026 professional‑service agreement with EOC and Environmental Group Inc. for historic prairie/natural areas management in the amount of $64,500, and they approved a 28E agreement for East Central Iowa Workforce Development. Later in the agenda the board approved four fiscal‑year 2026 service agreements: $10,000 to Iowa City UNESCO City of Literature, $71,800 to the Johnson County Historical Society, $2,000 to Lone Tree Community School District Library, and $10,000 to Springmeier Community Library; the board recorded a unanimous vote on these agreements.
The board adopted organizational guidelines for the county Food Policy Council and approved a nonbargaining job‑reevaluation appeal process recommendation. The job‑reevaluation motion passed 4‑1, with Supervisor Fixmore Reyes recorded as the lone dissenting vote.
County staff noted that these agreements and amendments were presented in the meeting packet and that standard reporting and execution procedures follow board approval. The ARPA amendments and service‑agreement votes were unanimous; the single recorded no vote was on the nonbargaining job‑reevaluation appeal process recommendation.
