District 99 to seek approval next meeting for new fieldhouse floors, designs and funding plan discussed

District staff outlined plans to replace the athletic flooring at both high school fieldhouses with a Mondo surface and asked the board to consider a contract at the next meeting. The project scope includes base flooring, vinyl wall base and transitions, with optional inlaid center-court logos and inlaid track line striping to improve longevity.
The presentation said the base bid for the North fieldhouse is just over $670,000 and the base bid for the South fieldhouse is just over $660,000. Staff said the proposal would be procured through a cooperative (TIPS) contract and installed by Kiefer, a contractor local to the area. The vendor Mondo was described in the presentation as a long-established manufacturer of athletic surfaces.
Why it matters: the districts' current floors are more than 20 years old, staff said, and the proposed overlay would provide additional padding and a smoother playing surface. Staff said the overlay approach can be less costly than removing floor layers down to the concrete and then rebuilding.
Staff briefed the board on outstanding issues that could change cost: mercury testing of existing floors is underway to determine whether an overlay is permissible or whether full demo and removal would be required. If testing requires removal, the presentation listed a separate demo-and-removal cost that would be added.
On funding, staff said the district's remaining working cash bond balance is just under $200,000 and that the district proposes to apply 25% of the contract cost in the current fiscal year with the remainder budgeted in the next fiscal year. Staff said they were exploring additional financing options and that "no borrowing will be needed in order to complete this project," per the presentation. Staff also said the district expects to receive more than $41,000 in utility rebates related to recent LED lighting upgrades in the pool and fieldhouses, which will be recorded as revenue.
Board members asked about warranty, useful life, overlay longevity and layout differences between the two schools. Staff said the Mondo product has an expected useful life in the 20-year range, and that reconditioning around year 15 can extend usable life. Staff also said the overlay requires surface preparation so it bonds correctly and that there are limits on how many layers can be applied over time.
Next steps: staff said they will return at the next board meeting with a recommendation to enter a contract with Kiefer and with additional warranty information. If approved, staff said work would be scheduled to avoid conflicts with summer events and target completion by next summer.
