Board tables KCHS ladies soccer booster bylaws; approves amended spring fundraiser with principal as sponsor

Central Consolidated School District trustees on Monday withheld approval of Kirtland Central High School’s Lady Bronco soccer booster bylaws and asked district finance and legal staff to work with the group on safeguards before the board signs off.

Felicia Boland, representing the proposed nonprofit booster, presented bylaws describing officers, financial controls, monthly treasurer reports and audit requirements. The district business manager and newly arrived finance director said they had not had adequate time to review the documents and warned of audit and control risks for outside booster groups. The finance director asked the board to table the bylaws so staff could negotiate protective language and ensure compliance with district policies.

Board members agreed and asked the superintendent, finance director and the district attorney to review the bylaws and return with suggested revisions. Several trustees cited prior audit findings tied to booster operations and emphasized the need for written controls, monthly reconciliations, and clarity that booster accounts are not district accounts.

Separately, the booster requested approval for a spring fundraiser partnering with a digital fundraising vendor to raise roughly $8,000 for a team trip. Trustees decided not to delay the fundraiser. The board approved the fundraising request as amended to name Kirtland Central High School Principal Westbrook as the school sponsor; the booster’s bylaws remain tabled pending staff review.

Actions recorded in the meeting minutes show the booster bylaws were pulled from the consent agenda for further review and the amended fundraising request was approved on the consent agenda.
