O'Fallon Township High School District 203 board backs Illinois Vision 2030 plan

Dr. Shackleford told the board Vision 2030 is a statewide collaborative advocacy framework developed by education stakeholders to support public education and advance policy priorities. He described three primary tiers of the initiative—future-focused learning, shared accountability and predictable funding—and identified specific priorities discussed by the task force, including curriculum flexibility, career exploration beginning in elementary grades, teacher licensure flexibility for dual-credit instruction, mandate relief, improved timing and use of assessment data, and preserving evidence-based funding.
He said Vision 2030 builds on Vision 2020 and credited the earlier effort with helping to bring evidence-based funding to Illinois; he noted the statewide minimum funding commitment of $350 million per year and said the district benefits as a high-tier district. Dr. Shackleford also described a work group exploring a school facility sales tax option that, depending on implementation, could provide up to $2 million annually to the district for capital projects if adopted in the county.
Board members asked clarifying questions about how changes to assessment standards would affect competition among districts and whether reforming state cut scores could reduce incentives for local innovation. Dr. Shackleford said the proposed accountability reforms seek to incorporate growth measures and local indicators to produce a more comprehensive view of student success and that some elements, such as aligning state and national assessment distributions, are under discussion.
After discussion the board moved, seconded and adopted a resolution supporting Illinois Vision 2030. The resolution was approved by roll call as recorded in the meeting.
