Local tire-recycling entrepreneur asks Richland County for fairgrounds site

Tony Johnson, owner-operator of P and J Tires Pool (LNR 17381), urged the Richland County Board of Supervisors during public comment to allow his business to use county-owned land at the fairgrounds to collect used tires from local residents and businesses.
Johnson said his plan would let the county avoid dealing with roadside dumping and storage problems while giving local businesses a place to deposit tires. “What I need from the county, I don't need funding. I don't need, you know, materials. We just need a location to set up,” Johnson said.
Under Johnson's proposal, tires would be stored on-site for one to two months and then removed by a mobile shredder; the cycle would repeat approximately every two months. He told the board he had discussed potential locations with zoning staff and that the fairgrounds contained “a couple locations… that might be ideal.” Johnson said he would consider lease or rent-to-own arrangements if a free site was not available.
No formal action was taken at the meeting. Supervisor Hendricks reminded the public-comment rules that board members generally do not engage in extended discussion during public comment; the board later listed the tire issue as a possible future agenda item for follow-up.
The county clerk and staff had not provided a written packet item on the proposal at the time of the meeting; Johnson said he would bring the item to other local governing bodies as well (he said he planned to appear before the Ithaca town board on May 5).
