Council approves inspections, asbestos abatement and dust‑control contracts for public safety building project

The Hibbing City Council on Wednesday authorized several preconstruction contracts and procurements tied to the new public safety building project.
City Engineer Jesse Storey asked the council to approve a low quote from NTS for special inspection services — soils, concrete, mortar and steel testing — in the amount of $17,789. Storey said NTS performed the preliminary soils investigation for the site and selected them to maintain continuity between the investigation and testing services. The council approved the contract by voice vote.
Staff also reported on asbestos abatement work at the existing public safety facility to allow demolition. Planning and procurement documentation show the abatement scope was bid based on IEA’s plan; the low bid for abatement work was awarded to ACCT, Inc. Staff misstated the bid amount during the meeting transcript; staff have since confirmed (and will confirm in project records) the abatement contract is for $57,957.92. The council approved proceeding with abatement by voice vote.
Storey also requested approval to award a dust‑control supply contract to TriMark for magnesium chloride at $1.37 per gallon. Storey said the city will apply roughly 56,000 gallons this year (about $76,000) and that $84,000 had been budgeted for dust control. TriMark agreed to honor the prior year price and the council awarded the contract by voice vote.
Why it matters: These procurements are preconstruction requirements — inspections and abatement are necessary prior to demolition and site work. Staff said bids and testing continuity were reasons for vendor selection.
