Kosciusko County commissioners approved submitting an application to include properties around East Webster Lake in the Tippie‑Chapman Regional Sewer District, a step the district says is necessary to secure State Revolving Fund (SRF) financing for a sewer extension project.
Attorney Andy Boxberger, representing the Tippie‑Chapman and Chapman Regional Sewer District, said the county previously provided $50,000 to prepare a preliminary engineering report and that the district ranked in the fundable range on the SRF project list. He said the funding package had not been finalized but was expected within about two weeks. Boxberger said the timeline is compressed: to meet the SRF closing schedule, the district may need to issue a bond anticipation note in September or October, which requires the properties to be in the district.
Boxberger and a commissioner emphasized that the new East Webster service area would be a separate bond service area, so existing Tippie‑Chapman customers would not be responsible for the new project’s debt or costs.
A commissioner moved to approve submission of the application “pending the funding” and with a contingency that current district customers would not be liable for East Webster debt; another commissioner seconded. The board voted “aye” and the motion carried. Boxberger said the district expects an SRF funding decision within two weeks.
