Kosciusko County commissioners on an administrative motion approved the Highway Department’s purchase of an Aptura software system to track work orders and maintenance inventory and declared a list of older vehicles and equipment surplus so the items can be sold at a sheriff’s auction.
The Highway Department representative, Steve, told the board the current system is out of date and said the Aptura system will “track work orders” and maintenance stock. He gave the purchase price as $16,050 for upfront costs and said the annual cost would be about $8,500.
During the same presentation, Steve said the department plans to include older vehicles in the auction, including a 1990 International dump truck that “needs some transmission work.” He provided a list of equipment the department proposes to declare surplus and said proceeds would be used toward replacing vehicles.
County legal counsel, Ed, advised the board that, under Indiana Code 5-22-22-3, the commissioners must declare listed property “no longer needed or unfit for the purpose for which it was intended” before it may be auctioned. He said any additional items proposed for the auction would need separate board approval.
A commissioner moved to approve the Aptura purchase and the surplus list; another commissioner seconded each motion. For both items the board voted “aye” and the motions carried.
The approvals authorize the county to complete the Aptura purchase and to proceed with declaring the listed items surplus for sale at the sheriff’s auction; the transcript does not specify the auction date or the names of bidders.
