Metropolitan Sewer District representatives briefed the Hamilton County commissioners Aug. 28 on a multiyear wastewater project and two related sewer items.
MSD staff requested authorization to appropriate $319,059,483 in 2025 construction funding for the Mill Creek Wastewater Treatment Plant high-rate treatment pump station project. The project, part of MSD’s wet-weather improvement plan under a consent decree, will replace pump stations from the 1950s and 1980s and expand treatment capacity to 700 million gallons per day, MSD told the board. Lauren (MSD representative) said the increase from the $269 million figure in the county’s approved 2025 CIP is primarily tied to design development, updated cost estimates after competitive bidding, escalation in material and equipment costs and tariffs.
MSD also asked the board to cancel a petition-initiated Carpool/Honeywell/East Kemper local sewer project in Sharonville. Staff told commissioners that repolling of benefited property owners produced 30% in favor, 48% opposed and 21% nonresponses, so a majority no longer supports the project; MSD staff added concerns about increasing sanitary base units (SBUs) downstream that make adding flow undesirable. Hamilton County Public Health reported no nuisance or failing on-site systems in the area. Commissioners approved the MSD items (item nos. 6–8) as presented.
Separately, MSD requested construction of a sewer lateral at 10470 Pottinger Road; MSD said the owner supports connection and the county will reallocate $45,073 from the HSTS elimination allowance to fund construction; the property owner will be assessed up to $12,000 after construction is complete (payable upfront or spread across property tax over 20 years). That item was included in the same approval vote.
