City attorneys cited Minnesota Statutes section 365.37 and section 415.01 as the legal basis for declaring the emergency; city staff and the city's insurance carrier advised addressing all affected equipment promptly because moisture in electrical components can cause short-term and long-term failures. City staff said repairs are time-sensitive because the building's ice plant requires reliable systems ahead of the next ice season, about two to two-and-a-half months away.
City staff said they did not have a final dollar estimate for the damage on July 16 and would work with the city's insurance carrier and contractors to develop a worst-case estimate and obtain best pricing where practical. The council approved the emergency declaration by voice vote.
