Planning staff described the building as a three‑sided structure intended for wood‑cutting and processing operations and said the property is zoned I‑2 (heavy industrial). Staff listed recommended conditions of approval that the committee discussed: the use of fully concealed fasteners for exterior wall panels; compliance with all applicable requirements of the Ashwaubenon site plan review and other village ordinances; coordination with the village engineer when tying a 12‑inch storm line into a storm manhole; and an on‑site review of a gravel deposit at the end of a storm discharge pipe west of the building.
Committee members raised concerns about noise because the building is open on one side. A representative who said he was with Property and Associates took noise readings at a comparable operation: "at the building entrance, we were at 83 decibels," he said; "20 feet away, we dropped down to 80" and "200 feet away... we're at 72," which he described as similar to "office chatter." He added the nearest residential neighborhood is about 2,000 feet from the site and that sawing operations, when active, could run "anywhere from 2 to 4 hours per day" and might occur two or three days in a given week; he said operations would be daytime only.
Staff explained that noise complaints would be handled through the village's code enforcement process: an officer would validate complaints and determine whether they violate the village noise ordinance. With the recommended engineering and materials conditions on the record and the complaint process in place, the committee moved and voted to approve the site plan; the motion carried.
The committee did not adopt additional operational restrictions at the meeting; staff and applicants will proceed to the standard permit and inspection processes.
