Prosper ISD forms school library advisory council and appoints community members under new state law

The Prosper ISD board on Aug. 25 approved the creation of a school library advisory council and confirmed a slate of community members for three-year terms, a board action administrators tied to recent state legislation requiring local councils.

Board President Bill Beavers moved that the board approve the nominations and read the slate of nominees; trustees unanimously approved the selections. Trustees said the council will include voting and nonvoting members and is intended to give parents and community members an explicit voice in school-library selections and programming. Dr. Ferguson and administrative staff noted the change stems from legislation enacted during the 2025 legislative session.

Administrators warned the council's workload could be significant in fast-growth districts: when a new campus opens, tens of thousands of titles may be in scope for review. "When we open a new campus ... you're probably upwards of 15,000 titles, that will actually have to go through for this advisory board to say they give their blessing," Dr. Ferguson said.

Formal outcome: the board approved the list of appointees to the school library advisory council (agenda item 10f). Trustees voted unanimously; motion to approve was made by Bill Beavers and seconded by Tommy Van Wolf.

What's next: administration and library staff will convene the advisory council and begin the process required by state law and district policy, with the understanding that the council will review titles and provide recommendations that ultimately come to the board for final action when required.
