The Harrisville City Planning Commission on Aug. 13 approved Conditional Use Permit No. 148 allowing Sasha Martinez to operate esthetician services from a room in her residence at approximately 207 West 2150 North, subject to conditions in the staff memo dated Aug. 13, 2025.
Martinez told the commission her primary service is "eyelash extensions," with occasional waxing and lash tints and lifts. She said appointments last about an hour to an hour 15 minutes and she typically sees five to six clients on a busy day. Martinez said products and supplies will be stored inside the designated room and that she does not plan to sell retail products.
City staff noted the home‑occupation rules in the municipal code, including the 25 percent floor area limit for home businesses and restrictions on chemical use and outside storage. Planner Sarah Wickerin told commissioners that Martinez’s application fits the city’s criteria and that the memo documents the standards the city will enforce.
The commission moved and seconded approval of Conditional Use Permit No. 148 with the condition that the permit comply with the staff memo dated Aug. 13, 2025, and the applicable sections of the Harrisville City Municipal Code. The motion passed by voice vote.
Martinez was congratulated by the commission and staff; the chair noted staff would close out remaining administrative steps with the applicant.
