The Board of Commissioners of the City of Red Bank adopted Ordinance 25-1286 on second and final reading to amend the zoning code definition of “townhouse” by removing the maximum unit count language. The change eliminates the phrase that previously set a minimum of three and maximum of 12 attached units in the townhouse definition. Director Slay presented the ordinance and explained the staff recommendation: remove the maximum unit count from the definition so density controls are handled in zone‑specific development standards rather than within a single definition. Staff also said the city follows adopted building and fire codes that do not set a maximum townhouse unit count, and the amendment is intended to create consistency across code documents. Slay said the Red Bank comprehensive plan encourages “creative and context‑appropriate housing options,” and that the amendment would give builders more flexibility while relying on existing development standards, building inspections and fire review to ensure safety and neighborhood fit. Commissioner Hayes Wilkinson moved to approve the ordinance; Commissioner Terry Holmes seconded. The board voted unanimously in favor on second and final reading. No further direction to staff was recorded at the meeting.
