Communications committee recommends AV upgrades and options for hybrid meetings

The Pepper Pike Communications Committee reported Sept. 9 on an audio-visual upgrade plan to support livestreaming, recording and future hybrid meetings. Committee members recommended the council consider several procurement options and requested council direction to move forward.

Committee members described four options: a full-service vendor that operates cameras and produces a broadcast-quality feed; a vendor-installed system with partial automation; a fixed-camera equipment upgrade with simpler, lower-cost installation; and a limited short-term fix to improve reliability. The full-service option includes live camera switching, a character generator to identify speakers on-screen, searchable archived recordings and verbatim transcripts; committee members described that option as the most capable but the most expensive.

The committee said the current setup has one camera and a mixer and is operated by a single staffer; interruptions to internet service can end livestreams and the present wiring is temporary. The report recommended the city obtain quotes, evaluate automated versus human-operated switching, consider a podium camera and review whether to add a meeting-room monitor so the public can see presentations.

Communications committee members asked council to review proposed options and budgets; staff said they would return to the council at the next meeting with a recommendation. The committee also noted potential trade-offs between AV upgrades and other communication priorities such as resident notification about infrastructure work.
