State moves CLTS providers to portal; Richland County to use state provider list rather than individual contracts

Richland County Health and Human Services staff told the committee that the state has changed how Children's Long-Term Support (CLTS) providers are engaged: counties may no longer execute individual contracts and instead must use the state’s provider portal.
The director explained the change was prompted by past inconsistencies across counties that resulted in disputes brought to an administrative law judge. Under the new process, the state maintains the provider portal and sets base qualifications; counties will select providers from that portal and will not be responsible for auditing provider contracts. Background checks and other provider verifications are handled according to the state portal’s procedures, staff said.
Staff said the providers remain available but the administrative relationship and how services are arranged have changed. The committee did not take formal action; staff presented the change as information and noted they would adjust contract-monitoring and procurement practices accordingly.
