Richland County approved a set of financing and procurement actions at its July 15 meeting, including direction to initiate short-term borrowing to fund 2026 capital needs and selection of a pharmacy provider for Pine Valley Community Village.
On short-term borrowing, the board approved a plan to pursue short-term debt of roughly $1,064,000 to finance projects including small courtroom technology upgrades ($25,000), a countywide server ($80,000), highway vehicles (about $500,000), sheriff's equipment and squad cars, and HVAC replacement at the Simon Center (county share discussed). The administrator said a September initial resolution and October sale would follow established procedures and recommended using Wisconsin public finance professionals for the transaction. The board approved the request to initiate the process.
The board also adopted Resolution 25-52 approving HealthDirect Pharmacy Services as the new pharmacy provider for Pine Valley Community Village. Staff said HealthDirect was the lowest-cost option among bidders and provides packaging, med cards, consulting services and IV certifications; a local pharmacy would have required equipment rental and higher pricing. HealthDirect will be primary with the local center listed as backup.
Finance-related ordinances were adopted to streamline administrative processing: an ordinance allowing staff to refuse impractical coin or contaminated-currency payments; an ordinance to set thresholds for underpayments/overpayments to reduce postage and check-processing costs (e.g., avoiding low-dollar checks); and an ordinance establishing a fee for dishonored checks ($25) to cover administrative costs.
Board members discussed contingency plans for Pine Valley medication deliveries during bad weather and confirmed backups and stockpiles. The borrowing plan and procurement actions were advanced with the expectation that specific borrowing resolutions and procurement contracts will return to the board for formal approval as required.
