Council members said the appointment is intended to fill the seat until a special or regular election can select someone to complete the remainder of the term. A motion to appoint Pavin included the explicit term‑ending date of April 20, 2026; the council voted and the motion carried.
The mayor said city staff (Molly) will contact Pavin to arrange a formal swearing‑in; Pavin said he would be willing to be sworn in before the council or in a private ceremony. The council did not take other actions related to the District 5 seat at the meeting.
