Richland County ADRC to apply for federal Section 5310 grant to support transportation

The Richland County Aging and Disability Resource Center (ADRC) will apply for and accept a 2026 Section 5310 operating grant, the committee approved by voice vote after a staff presentation on the program and match requirements.
An ADRC representative told the committee the Section 5310 operating grant is a federal grant administered through the state; the ADRC has received it for roughly the last 13–14 years and said the program is increasingly competitive. The presenter described the grant’s uses: support for scheduled bus routes connecting Richland Center to surrounding communities for appointments, socialization and grocery access, and funding for wheelchair transportation on demand for medical trips.
The presenter explained the grant’s match can be either cash or in-kind; the ADRC uses revenue from the state’s specialized-transportation (8,521) program and fares charged to managed-care organizations as the local match. The presenter also said “there’s no additional county levy needed for this.”
After the presentation a committee member moved to approve the resolution and another member seconded; committee members responded “aye” on a voice vote and the resolution passed. The presenter said the grant could provide “an extra 33,000” to support transportation (figure quoted from the presenter’s remarks).
