The Natural Resources Committee approved a batch of land-use items including several lot splits and rezones across Richland County, a six-RV-site campground, a conditional use for a second manufactured home on a larger farm parcel, and an agricultural barn rebuild in Forrest Township.
Staff walked the committee through nine petitions from multiple towns: splits of 2 acres and 6.23 acres from larger farm holdings, a 6.9-acre residential cleanup parcel, a 10.9-acre split while retaining 65.25 acres in farmland preservation, and survey-driven boundary changes. Staff noted one parcel may have a DNR easement granting hunting and fishing rights and that those rights should be included in title work.
The campground proposal on County C drew neighbor interest about location and floodplain boundaries; staff confirmed the RV sites and utilities were outside mapped flood areas. For the manufactured home request, the applicant sought a second residence for family use, proposed installing a new septic system and a 24-by-56-foot manufactured building; the committee approved the conditional use with the septic review pending.
The Forrest Township petition involved rebuilding an existing barn closer to the previous footprint and was approved after staff confirmed neighbors had no objections. All the listed items were approved by voice votes; staff noted proof-of-posting and township notice procedures will be checked when township minutes lacked explicit notification logs.
The committee also discussed notice requirements for township postings under Wisconsin open-meetings requirements (24-hour public posting) and the county’s 10-day neighbor-notice requirement for certain land divisions.
