The Bloomington Board of Park Commissioners approved an emergency service contract with HFI to install a Liberty sewage pump and connect a lateral line at the Rose Hill Cemetery office after recent heavy rains caused sewage backups.
Rebecca Swift, operations and development division director, told the board the work qualified as an emergency purchase, that the contractor was already on site and that final inspections were underway: “this is actually, emergency purchase. So the work has already started and underway and hopefully complete,” she said. Swift added staff worked with CBU (the utilities) because the lateral ties into a utility‑managed line.
Board members moved and approved the contract by voice vote to allow the office to reopen and avoid prolonged closure while repairs were completed. Staff said the contractor’s availability and the utility coordination made the expedited procurement necessary.
No dollar amount for the emergency contract was stated in the transcript; staff said the immediate priority was restoring the Rose Hill office to service and preventing further public‑health impacts. Staff did not report any additional follow‑up steps beyond final inspections and completion of the installation.
