The Bloomington Board of Park Commissioners voted to raise the dollar threshold for items eligible for the monthly consent calendar to $10,000, up from $5,000, and approved a package of vendor contracts for parks maintenance, facilities and program support.
Parks Director Tim Street told the board the increase aligns with a higher city competitive purchasing amount and would reduce repetitive agenda items, particularly in winter months. The board clarified that any member may still pull an item from the consent calendar for discussion. The resolution (referred to as Resolution 25‑03 in the meeting) passed on a roll call vote: Ellen Radke, Israel Herrera and Jim Whitlatch voted yes.
Separately, the board approved several agenda items that staff presented individually:
- A contract to remove and replace a degraded plastic fence at Willie Streeter Community Garden. Recreation Services General Manager Leslie Brinson said the project will replace the existing fence with a more durable chain‑link fence; the contract amount presented was $36,183 (lowest of two bids received). The motion passed on a unanimous roll call.
- A contract with Oscar's Contracting Inc. to construct a 24 24 by 24 24 storage building at Switchyard Park. Recreation Facilities General Manager Sean Marler said the project materials and permit work are included and the amount will not exceed $24,400; funding will come from the Switchyard Park general fund. The motion passed unanimously.
- A one‑year contract with EcoLogic for broad‑level invasive species mapping and GIS consulting across roughly 26 acres of non‑landscaped areas at Switchyard Park for $9,605. Natural Resources Manager Mary Wells said the work will establish baseline GIS data and best management practices to track percent densities and support multi‑year invasive species control.
- A lease renewal with CTM (listed in staff notes as CTM/CDM Services in different spots) to provide an Olympia ice resurfacer at Frank Southern Ice Arena for the 2025–26 ice season at a cost of $32,000. Staff said purchasing a new unit would cost about $270,000 and that leasing is the current approach; the motion passed unanimously.
- A fee waiver for the Bloomington Parks Foundation annual golf scramble (a fundraiser for scholarships for department programs). Staff reported the event typically raises $5,000 to $9,000; board approved waiving tournament fees for the foundation.
Each contract and the fee waiver was approved by roll call (all aye votes by the three commissioners present). Staff noted that some items had alternative funding sources or were eligible for inclusion on the consent calendar under the new $10,000 threshold once the change takes effect in August.
