Staff reports rising permit activity; committee moves to require paid surveyor review for certified survey maps

Planning staff reported higher land‑use activity in July and an increase in sanitary permits, and said the department issued eight violation letters last week for uses including campers used as residences, junkyards and unpermitted structures. Staff described a process of issuing a complaint letter, setting a timeline, and, if there is no response, referring the matter to the county attorney for potential citation.
Staff told the committee that the county’s contract uniform dwelling code (UDC) inspector will leave at the end of the year; townships previously arranged for UDC inspections and the county has in some cases coordinated but not paid for those inspections. Staff said they will send letters to town clerks and village clerks to determine how townships want to proceed. Separately, staff reported that because the state plat review office will no longer perform all plat reviews, the county discussed hiring or contracting for a county surveyor review. The county surveyor estimated an additional review cost of about $200 per certified survey map (CSM); staff proposed adjusting the fee schedule and forwarding the change request to finance and then the county board so that the application fee covers the surveyor review cost.
On permits, staff said the county issued 22 land‑use permits in July and 77 so far this year, and about six sanitary permits in the month. Staff noted several septic and sanitary issues and said some applicants submitted self‑inspections when staff could not visit the site. Committee members approved a motion to send the proposed fee changes for plat/survey review on to finance and the county board.
