The Delafield Plan Commission acknowledged Feb. 26 receipt of the regional analysis of impediments to fair housing and identified a follow‑up action for 2025 citing the city’s zoning flexibility for community living arrangements.
Amy Barrows explained the county‑level report requires participating communities to identify actions that address impediments to fair housing. The city marked an item addressing restrictive separation distances for group homes and community living arrangements, noting Delafield adopted an ordinance in 2024 that allows flexibility in separation distances through the conditional use process. Barrows said the city can waive separation requirements for community living arrangements if the applicant proceeds through conditional use review.
Commissioners moved to acknowledge the report and the staff recommendation; the motion was seconded and approved by voice vote. The commission did not direct further immediate ordinance changes but noted staff may submit the annual acknowledgement to the county on the city’s behalf going forward.
A commission member asked for clarification about the term "community living arrangement." Staff responded that this includes adult group homes and examples such as community‑based residential facilities (CBRFs), and that statutory standards limit the level of nursing care those facilities may provide.
The acknowledgement will be forwarded to Waukesha County as the city’s annual submission on actions to support fair housing.
