Facilities committee reviews summer projects, advances CIP to full board

The Madison Board of Education Facilities Committee met and reviewed this summer’s completed facilities work and the proposed five-year capital improvement plan; committee members voted to forward the CIP for consideration by the full school board.
Facilities staff told the committee the district completed a large volume of repairs and upgrades over the summer, from a renovated health office at Polson to a new audio system in the high school gym and sound‑deadening work in the Brown cafetorium. “I have never seen this volume of work occur in such a short amount of time,” Facilities staff said, praising the facilities team and contractors.
The committee heard progress updates on several major projects. At Polson, staff said an HVAC, electrical and auditorium project is under active procurement: bid packages have been issued, Gilbane is serving as construction manager, and staff expect results and a guaranteed maximum price later this fall. Facilities staff said the auditorium and gym work will be packaged separately from the HVAC work.
At Danahan High School, staff proposed moving a full roof replacement forward from fiscal 2029–30 into fiscal 2027–28 because of accelerating deterioration. Facilities staff said the school’s roofing system is near the end of its useful life, describing large blistering and areas of lost granules; they estimate the school has about 97,000 square feet of roof that needs replacement and said the district expects a state reimbursement in the mid‑20s percent range (staff cited about 27.8 percent) toward eligible costs.
Committee members asked for more detail about recurring CIP line items. One board member asked about a recurring $75,000 districtwide line for school security and the $25,000 planning-and-engineering line, requesting an itemized history of how those funds were used. Facilities staff agreed to provide records and utilization detail for prior years so the board can evaluate whether the recurring CIP entries remain appropriate.
The committee reviewed other project updates and timing: rooftop replacements reported as completed at several sites with some warranty work pending; interior signage and playground work at Brown; a new exterior walk‑in freezer and a dishwasher for a Brown kitchen; conversion of two storage rooms into pre‑K classrooms; and finishing punch‑list items at Neck River Elementary. Staff also reported ongoing work to assess underground fiber and generator replacement timing, furniture replacement at Danahan High School, cooler replacements at Polson, and athletics work including turf replacement and a baseball field project seeking other funding offsets.
On the district’s procedural side, a committee member moved to approve the draft CIP as discussed and forward it to the full board for action; the motion was seconded and carried. The transcript does not record roll‑call vote tallies or named movers and seconders.
The committee directed staff to supply the requested itemized spending history for the districtwide security and planning-and-engineering line items before budget adoption, and staff said they will return more detailed cost and schedule data for major projects (including the Polson GMP and Danahan roof plans) as bids and design work are finalized.
The committee meeting closed with the CIP forwarded to the full board for consideration later that evening.
