Commission approves relocation of trash enclosure near Blue Collar Coffee; engineering to review parking layout

The Plan Commission approved a site plan change on June 25 to relocate an existing dumpster near Blue Collar Coffee (524 Milwaukee Street) to an adjacent parcel and to construct a new enclosed pad, a move staff described as an aesthetic improvement for a tight downtown corner.
Amy Barrows, city planner, explained the existing dumpster sits at the triangular parking lot edge and lacks an enclosure; because gates and an enclosure would be difficult to operate in the current location, Hendricks Commercial Properties proposed moving the enclosure to the adjoining property to the south where a new concrete pad and composite enclosure will be built. The change will remove a couple of existing parking spaces and reconfigure others; staff recommended the north side parking plan be revised and receive engineering review before any stalls are marked.
Commissioners described the relocation as a net improvement for downtown appearance and directed the applicant to submit a revised parking plan for the north side of Milwaukee Street to engineering for review and approval prior to marking any additional stalls to ensure safety and functionality. The motion to approve included that condition and passed by voice vote.
Barrows said the proposal would reduce visible dumpsters near the riverfront and create a consolidated, enclosed collection point for several adjacent multi‑tenant buildings.
