Council awards 2025 street-striping contract to JD Striping for $40,080

Pepper Pike City Council on July 8 voted to award the city's 2025 street-striping program to JD Striping for $40,080, council members and staff said.

The contract covers the city's scheduled striping work this year, plus repainting for a parking lot the staff identified as difficult to see lines on. Council discussed two bids for the work and confirmed that the amount fits within the department's budget.

City staff said two companies submitted bids: one from Flowers Incorporated at about $42,749 and JD Striping at $40,080. A staff speaker said the difference reflects labor costs and contractor workload; council discussed that the city typically receives a small number of bids because the work is specialized. The council also noted that portions of roadway associated with separate paving projects were excluded from the city's striping contract.

Council members asked for copies of the bid documents and a clearer street-by-street breakdown. One council member requested a future item showing which streets are included in the city's recurring striping rotation and which are excluded because they are part of other contracts. Another asked whether a motorist or party responsible for removing striping during an accident should be billed to restore the markings; staff said the responsible party remains liable for restoration through ongoing processes.

A motion to award the contract to JD Striping carried on a roll-call vote with all members present voting yes.

The council also discussed implementation details: staff committed to provide the bid detail and the list of streets that will be striped, and to confirm the timing so the council can track which segments are excluded because of other paving projects.
