Board adopts student progression plan; public seeks clearer communication after removal of certificate of completion

The Brevard County School Board approved the district's Student Progression Plan on Aug. 26 following a roll-call vote. The board took the motion "to approve" and the clerk recorded ayes from every member.

During the public hearing that preceded the vote, multiple speakers urged clearer communication with families about the plan's effects. Bernard Bryant of the South Brevard NAACP and other public commenters asked the district to add a communications strategy so parents would be notified earlier if a student is not on track to graduate. Bryant said officials should add steps to the plan showing how parents would be informed and what remediation options would be offered.

Several speakers also expressed concern about recent state legislation affecting graduation credentials. One commenter referenced House Bill 1105 and said changes to certificates of attendance or completion could leave some students without a recognizable credential that employers or others can use as evidence of high-school participation. The district said students with severe disabilities who use alternative access points remain eligible for appropriate diplomas or certificates under existing procedures; district leaders also promised they would prepare an FAQ and provide data on how many certificates have been issued in past years.

Board members handled the public hearing in accordance with Florida law on public comment. The motion to adopt the Student Progression Plan passed on a recorded vote with all members voting "aye." The district said it will follow up with communication materials and data that public commenters requested.
