Several councilmembers asked for precise fund‑source language and for the numbers to include the change order; legal and finance staff said they needed to prepare a budget amendment/resolution with an exhibit showing the transfers (and noted change orders may be handled under the city manager’s signature authority if within that threshold). Councilmember Grimes pressed for confirmation that the recommended roads were taken from the top of the PCI (pavement condition index) list and that the work for the 2025 list was substantially complete (staff said about 78–90% of milling was finished and the contractor would proceed to the amended list when current work finished). The council did not vote on the amendment; it voted 4–1 to defer the item to a special call or to the next council meeting after staff provides the funding reconciliation and required draft legislation (motion carried 4–1).
