Board submits FY27 state capital outlay application for two reroofs, amends FY22 application to withdraw deferred projects

The Cahuilla County Board of Education voted Aug. 12 to submit its FY27 state capital outlay application seeking $1,046,315 for two reroof projects and separately approved a resolution to amend the district’s FY22 state capital outlay application to remove several deferred projects tied to the Newnan High rebuild.
Superintendent Dr. Horton recommended approval of two FY27 projects: a reroof at Elm Street Elementary for $357,570 and a reroof at East Coweta Middle School for $688,745. ‘‘Total of all projects is $1,046,315,’’ Dr. Horton told the board; the motion to approve the FY27 application passed 6-0. Board members asked timetable questions; the administration said design work has been authorized and state approval typically arrives in late fall, with work likely in 2026.
On the FY22 amendment, staff recommended withdrawing the planned reroofing and kitchen-equipment projects at Arnold Middle School, Thomas Crossroads Elementary School, Newnan Crossing Elementary and Jefferson Parkway Elementary because the projects were planned as a second phase to HVAC and lighting work and must be re-applied for after the district’s rebid and to meet an arbitrage timeline that expires in 2026. ‘‘No state funding will be lost due to this amendment,’’ Dr. Horton said. The board approved the resolution to amend the FY22 application 6-0.
District staff said state funding typically covers about 25% of total project costs and that the district had authorized architects and engineers to begin design work pending state approval. The approvals clear the way for the district to pursue state funding for needed capital work while managing project scheduling related to the Newnan High rebuild and existing grant/arbitrage timelines.
