Raleigh City Council on Sept. 2 adopted a zoning text amendment (TC‑2‑25) that updates the Unified Development Ordinance’s stormwater rules to reflect state administrative and statutory changes. Staff explained two primary updates: first, the full stormwater regulation for one‑ or two‑unit dwellings on parcels larger than one acre will apply only when land disturbance reaches one acre or more — aligning the UDO with state administrative code to avoid unintended full regulation for small‑scale residential work; second, the definition of "built‑upon area" was amended to match state law so that features such as certain decks, gravel and artificial turf (when placed on a pervious base) are treated consistently under state and local rules. Stormwater staff said they have already been applying the state interpretation and the amendment brings the UDO into formal compliance. Council adopted the required consistency statement and voted to approve the text amendment; staff will reflect these changes in the UDO.
