School Committee introduces new director of student supports and new middle school principal

The hires come as the district prepares for the new academic year and continues work on restorative practices and curriculum initiatives. Superintendent (staff member) said the presentations would give the committee context for each leader—s experience and priorities.
Dr. Frank Elbs, who started in the role July 1, told the committee, "I'm excited to be here. Lot of work to do." The superintendent summarized Elbs— background, saying he has more than 15 years in education, degrees from Bridgewater State and a doctorate from Northeastern University, and recent roles including interim special education director in Framingham and Cambridge. The superintendent emphasized Elbs— dissertation on restorative discipline and said the district will draw on his experience as it continues developing restorative practices.
Anne Foran, introduced as the new principal of Hill Middle School, described a career with two decades of local experience and a record leading curriculum and culture work. In her remarks she said, "I—m so happy that I can—t wait to meet the kids and the families next week." The superintendent noted Foran—s work in Spanish and world language instruction, her experience leading during COVID, and her efforts to strengthen curriculum and science instruction.
Both new leaders spoke about joining the district team and described early priorities: Elbs on student support and restorative discipline, Foran on culture-building, visibility and curriculum continuity. The superintendent said both have already participated in the district leadership retreat and are engaged in work to prepare for school opening.
The committee received the introductions and offered welcome remarks; no formal votes were required for the personnel introductions.
The superintendent said the district will rely on the new leaders as it finalizes back-to-school plans and continuing initiatives tied to student supports and curriculum.
