Council approves annexation of three sliver parcels on Mid Pines Road

Raleigh City Council on Sept. 2 approved petition AX‑18‑25 to annex three small, contiguous parcels on Mid Pines Road into the city limits. The parcels together total about 0.17 acre and were described by staff as narrow slivers intended to serve as landscape buffer and right‑of‑way for a larger nearby townhouse subdivision that was annexed in December 2024. Christopher Golden of Planning and Development said the strips are contiguous with the previously annexed improved parcel that contains plans for 57 townhomes; the slivers were not included in the earlier annexation because of a separate bankruptcy and conveyancing timing. The annexation will allow the developer to recombine the slivers with the main parcel in county and city records and will not create separate water or sewer connections for those pieces, Golden said. Isabelle Maddox, representing the property owner, described the annexation as a cleanup item related to prior conveyances; she said the parcels contain no graves and that the arrangement includes providing paved access to a nearby cemetery as part of the overall deal. No one spoke in opposition and the council approved the annexation with an effective date noted on the record.
