The Redevelopment Commission on April 7 approved a revocable right of entry that allows the city to continue using the vacant Fourth Street Garage storefront as artist studios and for arts events through 2026, subject to revocation if a commercial tenant emerges.
Holly Warren, assistant director of Economic and Sustainable Development, said the city has used the space for festivals and exhibitions and that artists and event organizers — including representatives from Indiana University and regional groups — have asked to continue using the space. The resolution authorizes continued use with the understanding that artists must vacate if a viable commercial tenant signs a lease.
Commissioners discussed practicalities: staff said the typical vacate notice is 30 days but acknowledged that commercial lease lead times often give longer notice (60–90 days) before a tenant occupies space after signing. Staff also said artists are required to carry liability insurance and access is managed (keys and controlled entry); the city evaluates and selects artists to ensure the space is used for active studio work.
Commissioners voted unanimously to approve the revocable access agreement. Staff said negotiations with a potential long-term tenant are ongoing; the commission was told the city is negotiating baseline lease terms with legal staff and a potential tenant has expressed interest in the space.
