Staff said the project originated in 2023 but delayed environmental review had held up final execution. The commission approved the grant unanimously. During discussion staff said the project budget for the bike storage work is $87,000; staff also said they have an internal breakdown of sites and costs though those details were not included in the agreement packet.
Separately, during the public hearing on CDBG allocations the commission adopted the annual allocation recommendations that staff presented. Staff summarized the total estimate at $795,743 for program year 2025 with the following breakout presented in the packet: approximately $517,232 for physical improvements (65%), $119,361.45 for social services (15%), and $159,148.60 (20%) for administration. The commission closed the public hearing and voted unanimously to approve the allocation resolution (25-40).
Why it matters: CDBG funds support physical improvements, community services and administration in low- and moderate-income areas; approving the allocation sets funding priorities for the coming program year.
What commissioners asked: Commissioners asked how many locations and what components would be installed under the bike-storage agreement; staff said about five or six locations and that the Bloomington Housing Authority will maintain the installations. Staff confirmed all CDBG/HOME funding operates on a reimbursement basis and staff handled the administrative and compliance requirements including Davis-Bacon and environmental review.
Next steps: Staff will execute the pass-through agreement with the Southern Hill Community Development Corporation/Bloomington Housing Authority and proceed with procurement, installation and reimbursement procedures under CDBG rules.
