BACKGROUND: Staff told commissioners that Nature's Way has provided ongoing maintenance for the Trades District and that the vendor’s prior agreement expired Dec. 31, 2024. Nature's Way invoiced the RDC $9,643.90 for services in 2025; staff requested ratification of those services and authority to pay the invoice.
PROCUREMENT AND ACCOUNTING: Staff said they have been operating under the same billing terms used in previous years while they work through the city’s procurement and asset‑billing processes. Staff reported scheduled follow‑up meetings with the controller’s office and relevant departments to clarify procurement procedures and to draft new service agreements that clearly separate charges for RDC properties, public works responsibilities and other department billings.
SIDEWALK AND SNOWPLOW CLARIFICATION: Commissioners asked whether streets in the Trades District have been accepted into the city’s inventory. Staff responded that streets are maintained by Public Works while sidewalks are the responsibility of the adjacent landowner; because the RDC is the landowner for some Trade District sidewalks, Nature's Way contracts and invoices cover sidewalk maintenance in those areas.
VOTE: The commission approved Resolution 25‑57 ratifying the services and authorizing payment by unanimous voice vote.
Ending: Staff said they will bring new or amended service agreements forward for RDC properties to ensure clearer billing and separation of responsibilities.
