Redevelopment commission receives Hopewell East bids, authorizes staff evaluation; extra environmental sampling approved

The bid opening list acknowledged submissions from Rubicon Investment Group LLC (blocks 1, 2 and 3; filed Feb. 7, 11:59 a.m.), Real America LLC (block 2; Feb. 7, 11:31 a.m.), The Annex Group (blocks 1 and 3; Feb. 6, 6:03 p.m.), Holiday Properties (blocks 1, 2 and 3; Feb. 7, 12:05 a.m.) and Flaherty & Collins (blocks 1, 2 and 3; Feb. 7, 10:02 a.m.). The commission’s staff said the responses will be evaluated using an established rubric and presented back to the commission with scoring and recommendations.
Commissioners voted unanimously to authorize staff to proceed with the detailed evaluation and return with a recommendation at a later meeting.
Separately, the commission approved a contract amendment to cover additional environmental investigation at the Hopewell site. Staff told commissioners that recent sampling found contamination requiring further soil-gas sampling and other tests as directed by the Indiana Department of Environmental Management (IDEM). The commission approved payment to cover the additional sampling work required by IDEM.
Why it matters: Hopewell East is a multi-block redevelopment effort. Receiving and properly evaluating competitive responses is the legal step required before a selection or award; additional environmental sampling is required before many redevelopment or construction actions can proceed.
What commissioners said: Commissioners and staff emphasized the complexity of the bid-evaluation process and confirmed that the commission’s role at this meeting was to receive the bids; the scoring and recommendation would come later after staff and consultants complete their review.
