The Bloomington Redevelopment Commission on May 5 approved a temporary, flexible lease with Wedder Brothers Building Group to permit the contractor to use space at 200 South College Avenue for a construction office while the Bloomington Convention Center expansion is under way.
LEASE TERMS AND SITE USE: Staff described the lease as flexible: it authorizes the commission president and department staff to determine the specific portions of building and parking the contractor may occupy over time via attachments and to execute documents necessary to implement the arrangement. The lease includes no rent, but requires Wedder Brothers to maintain common areas, handle snow removal, landscape duties and utilities for the occupied area. The lease also contains a 30‑day termination clause.
PARKING AND SECURITY QUESTIONS: Commissioners asked about which portions of the lot the contractor may use and about security and stored materials on site. Staff said nine parking spaces were identified for the contractor’s use on the south side of the property and that other spaces adjacent to College Avenue and a set of six spaces near Third Street are restricted because of existing tenant rights. Staff said the contractor is expected to keep the building secure but the lease does not require an outside security contractor or cameras.
STORAGE AND SOLAR PANEL ASSET DISCUSSION: Commissioners raised a related issue: a stock of city‑owned surplus solar panels and other items stored at 200 South College that may need to be moved before the contractor occupies parts of the building. Staff said the city has explored a single‑buyer option for asset disposition to avoid piecemeal sales; proceeds would go back into the bond proceeds fund and could be used to pay down the related bond. Staff warned logistics and timing for clearing stored items may be complicated and said they are working with the controller’s office and sustainability staff to resolve disposition and storage timing.
VOTE: The commission approved Resolution 25‑55 by unanimous voice vote.
Ending: Staff said department staff will produce an exhibit identifying the specific building areas and parking spaces available to Wedder Brothers and that those assignments may be adjusted over time by staff under the lease terms.
