The Bloomington Redevelopment Commission unanimously approved resolution 25-80 June 16, consenting to Dimension Mill's planned tenant renovations at 642 N. Madison that reconfigure existing space to add approximately 34 workstations, three office suites and interior improvements tied to a $16 million Indiana University grant.
Why it matters: Dimension Mill is a redevelopment-owned asset in the Trades District. The renovations are intended to increase recurring revenue for the mill, expand capacity for makers and small businesses, and address structural issues identified during early engineering reviews.
Details of the project
John Fernandez, representing Dimension Mill, and Victoria Crowley, head of operations at the mill, explained that IU awarded a $16 million grant last fall for which the city and the mill are subawardees. The mill had originally proposed a 2,000-square-foot addition; after structural review and updated cost estimates, the tenant proposed an interior-focused plan that preserves the building while adding capacity.
Planned changes include restoring a floor in the event hall to improve wall stability; adding three 250-square-foot private office suites; creating roughly 34 new workstations including pods near the social hub; opening and glazing entry areas to improve daylighting; and modifying the Ostrom Room to admit more natural light. The mill said these changes match grant commitments to increase capacity by about 30'40 workstations and that construction is likely to start on or about Jan. 1, 2026.
Conditions and approvals
Pursuant to Article 4, Section 4.01 of the lease, the RDC's consent was required. The commission approved the project "substantially consistent" with presented exhibits and delegated authority to city staff to take necessary actions to effectuate the work, while requiring Dimension Mill to provide final plans, specifications and to obtain any required permits prior to construction.
Ending: Commissioners expressed support for the plan'noting it is more cost-effective than the previously proposed addition'and for preserving and enhancing long-term structural integrity and revenue potential of the asset.
