Commission approves $34,244 in local funding for nonparticipating INDOT change orders on 17th Street project

On July 21 the Redevelopment Commission approved Resolution 25-94, authorizing $34,244.16 in local funds to satisfy two INDOT change orders for the Seventeenth Street multimodal improvements project.
City engineering staff said the project completed construction about a year ago but remains in closeout with Indiana Department of Transportation (INDOT). Change Order 4 addressed a utility conflict that required a redesign and storm-sewer adjustment; Change Order 5 covered a new casting and grade adjustment. INDOT classified both items as nonparticipating federal costs because they resulted from unforeseen utility locations and therefore are invoiced to the local sponsor.
Staff said the contractor removed additional material to lower the storm structure to avoid a conflict with an AT&T line; INDOT policy precludes federal participation for utility-related unforeseen conditions. Commissioners asked whether the utility could bear any responsibility for the cost; staff said they will pursue recovery options where appropriate but had not yet concluded those discussions.
With this approval the RDC’s consolidated TIF contribution to the project increases to approximately $3.96 million (after the change-order payment). The commission approved the resolution unanimously.
